Jesse McI. Carter (April 12, 1863 – June 23, 1930) was a United States Army Major General who served as Chief of the Militia Bureau.
==Early life==
Jesse McIlvaine Carter was born in Farmington, Missouri on April 12, 1863.〔George Washington Cullum, Edward Singleton Holden, (''Biographical Register of the Officers and Graduates of the United States Military Aacdemy'' ), Volume 6, Part 1, 1920, page 429〕 He graduated from the United States Military Academy in 1886, the same year as fellow Missourian John J. Pershing.〔Association of Graduates of the United States Military Academy, (''Annual Report'' ), 1926, page 40〕 Carter was appointed a Second Lieutenant in the 3rd Cavalry.〔George Washington Cullum, Edward Singleton Holden, (''Biographical Register of the Officers and Graduates of the U.S. Military Academy'' ), 1901, page 425〕
